Theme Development - Marketing Hub Requirement

Hi,
I don't have a clear idea about Marketing Hub requirement for the theme.
What are the keypoints to be considered while developing the theme suiting marketing Hub.
Another question is should the theme contains "back end drag and drop editor options" in the design manager like the old templates.
